Health FSA set by the IRS — dependent care fixed by law

FSA Contribution Limits for 2027

Two accounts, set two different ways. The health FSA limit rides the IRS's autumn inflation procedure, which for 2027 came out in early November 2026. The dependent care cap never moves on its own: Congress fixed it in statute and never attached an inflation adjustment to it.

Health FSA: 2026 vs 2027

Item 2026 2027 Change
Health FSA salary-reduction limit $3,400 $3,500 $100
Maximum carryover into the next plan year $680 $700 $20

2026: IRS Rev. Proc. 2025-32 §4.15. 2027: IRS Rev. Proc. 2026-35 §3.16. Employers may set a lower plan limit than the statutory ceiling.

Dependent care FSA — already settled for 2027

The health FSA moves with inflation every year. This part does not. The One Big Beautiful Bill Act rewrote the dependent care exclusion in 2026 — the first permanent change to it since 1986 (a one-year, pandemic-era increase for 2021 under IRS Notice 2021-26 / ARPA §9632 aside) — and left it as a plain dollar figure with no inflation clause attached. Until Congress amends it again, every future year repeats the same number.

Most filers

$7,500 excludable from wages for qualifying dependent care.

Married filing separately

$3,750 — exactly half the standard amount.

A separate earned-income ceiling can bite before the statutory cap does: your reimbursement cannot exceed your own earned income, or your spouse's if that is lower. Model it on the dependent care FSA calculator, and weigh it against the dependent care credit, which you cannot claim on the same dollars.

Methodology — the health FSA formula

IRC §125(i)(2) starts from a $2,500 base and adds the §1(f)(3) cost-of-living adjustment with 2012 as the base year. The adjustment compares the average chained CPI-U for the twelve months ending August 2026 with the 2012 CPI-U average, scaled by the ratio of the 2016 chained CPI-U to the 2016 CPI-U (§1(f)(3)(A)-(B)), and the increase is rounded down to the next lowest $50. Our pre-release run of that computation on the BLS readings arrived at $3,500, the figure §3.16 of the revenue procedure then confirmed. The carryover maximum is 20% of the limit, so it follows the same figure.

Frequently asked questions

What is the FSA contribution limit for 2027?

$3,500 for the health FSA salary-reduction limit, up $100 from $3,400 in 2026. The IRS announced it on November 5, 2026, in §3.16 of Rev. Proc. 2026-35. The dependent care side works differently: that cap is $7,500 for 2027 as a matter of law, with no annual adjustment at all.

How is the health FSA limit calculated?

Section 125(i)(2) takes a $2,500 base amount and adds the § 1(f)(3) cost-of-living adjustment with 2012 as the base year, rounding the increase DOWN to the next lowest $50. The inputs are chained CPI-U (C-CPI-U) values from BLS for the twelve months to August. Running that on the published index values gives $3,500 for 2027 and $3,400 for 2026, matching both IRS figures, whichever way the October 2025 month that BLS never published is treated.

How much can I carry over from a 2027 health FSA?

$700, up from $680. The IRS prints the carryover maximum beside the limit each year, and it is always 20% of the salary-reduction limit, a ratio that holds exactly across every published pair including 2027's. Your employer chooses whether to offer a carryover at all, a grace period instead, or neither; IRS guidance (Notice 2013-71, as modified by Notice 2020-33), not the statute, caps the carryover it may offer.

Is the dependent care FSA limit going up in 2027?

No. The One Big Beautiful Bill Act (P.L. 119-21, § 70404) raised the IRC § 129 exclusion to $7,500 ($3,750 if you are married filing separately) beginning in 2026, the first permanent change since 1986 (a one-year, pandemic-era increase for 2021 under IRS Notice 2021-26 / ARPA §9632 aside). Section 129 contains no inflation-indexing provision whatsoever, so the amount simply stays put until Congress moves it again. Anyone quoting a higher 2027 dependent care figure is guessing.

Can I fund a health FSA and a dependent care FSA in the same year?

Yes — they are separate accounts under separate Code sections with separate ceilings, so a single employee could shelter up to $11,000 across both in 2027. They cover different costs: the health FSA reimburses medical, dental and vision expenses for you and your dependents, while the dependent care FSA reimburses daycare, preschool and after-school care that lets you work. Money cannot move between them.

Why did the 2027 HSA limits come out months before the FSA limits?

Different publication schedules for different statutes. HSA and high-deductible-plan figures come out roughly eighteen months early in their own spring revenue procedure — the 2027 numbers landed in Rev. Proc. 2026-24 in May 2026. The § 125(i) health FSA limit rides the general autumn inflation procedure instead, which for 2027 arrived on November 5, 2026. Employers whose open enrollment ran before that date may have set plan limits first and raised them afterwards.
