Per Diem Rates for 2026
Federal per diem changes on October 1, not January 1, so calendar 2026 has two sets of rates. Trips through September 30 use FY2026; trips from October 1 use FY2027, with an option to keep the old rates until December 31. The tables below show both, for the GSA rates employers reimburse at and the IRS simplified rates.
GSA standard CONUS rates in 2026
| Rate | FY2026 (Oct 2025 – Sep 2026) | FY2027 (Oct 2026 – Sep 2027) |
|---|---|---|
| Standard lodging, per night | $110 | $113 |
| Standard M&IE, per day | $68 | $68 |
| Standard daily total | $178 | $181 |
| M&IE tiers for listed localities | $68–$92 | $68–$92 |

IRS special per diem rates in 2026
The IRS publishes its own figures each September for employers who want a simpler method. The high-low method uses one rate for every high-cost locality and another for the rest of CONUS, so payroll does not have to look up each city.
| Rate | FY2026 (Notice 2025-54) | FY2027 (Notice 2026-60) |
|---|---|---|
| High-low method: high-cost locality, per day | $319 | $329 |
| High-low method: any other CONUS locality, per day | $225 | $230 |
| Meal portion of the high rate | $86 | $86 |
| Meal portion of the low rate | $74 | $74 |
| High-cost threshold (federal rate at or above) | $272 | $280 |
| Transportation industry M&IE, CONUS | $80 | $80 |
| Transportation industry M&IE, outside CONUS | $86 | $86 |
| Incidental expenses only, per day | $5 | $5 |
Source: IRS Notice 2025-54 and Notice 2026-60, sections 3 to 5. For October to December, Rev. Proc. 2019-48 section 5.04 requires an employer to keep the same method for an employee as it used from January to September; it may apply either the old or the new high-low rates in those months, provided it does so for all employees on the high-low method.
Which rate applies to a trip
Date of travel decides the year
Travel through September 30 uses FY2026 rates. For October to December, Rev. Proc. 2019-48 lets a taxpayer either move to the FY2027 rates or keep the FY2026 rates until December 31, as long as one choice is applied consistently.
Where you sleep decides the locality
Lodging and M&IE follow the place you stay overnight, not your meeting address. A listed locality uses its own rate; anywhere else in CONUS uses the standard rate.
Employees: tax-free only on an accountable plan
Reimbursement up to the federal rate stays off the W-2 when the trip is substantiated and excess advances are returned. Most employees cannot deduct unreimbursed travel on a federal return.
Self-employed: meals only
The M&IE rate can replace meal receipts on Schedule C, subject to the business-meal limit. Lodging is always deducted at actual cost.
Driving to the destination is a separate deduction: see the IRS mileage rate for 2026 and work out the total with the mileage deduction calculator.

Frequently asked questions
What is the standard per diem rate for 2026?
It depends on the date of travel, because federal per diem runs on the October-to-September fiscal year. Travel from January 1 through September 30, 2026 uses the FY2026 standard rate: $110 a night for lodging plus $68 a day for meals and incidental expenses, $178 in total. Travel from October 1, 2026 uses the FY2027 rate: $113 lodging plus $68 M&IE, $181 in total. The standard rate applies anywhere in the continental US that GSA has not listed as a non-standard area.
Did per diem rates go up in 2026?
Not until October. GSA froze FY2026: the standard lodging rate stayed at $110 and every existing locality kept its prior-year lodging maximum. For FY2027, which starts October 1, 2026, GSA raised standard lodging by $3 to $113. The M&IE tiers did not move in either year and still run from $68 to $92.
How do I find the per diem rate for a specific city?
Look the destination up on GSA's per diem tool by city, state or ZIP code. Listed localities (non-standard areas) have their own lodging maximum, which can change by month in seasonal markets, and are assigned to one of the M&IE tiers. Any CONUS location not on the list takes the standard rate shown on this page.
What are the IRS high-low per diem rates for 2026?
The high-low method replaces every locality rate with just two. Under IRS Notice 2025-54 (through September 30, 2026) they are $319 a day for a high-cost locality and $225 for anywhere else in CONUS. Under Notice 2026-60, from October 1, 2026, they rise to $329 and $230. A locality counts as high-cost when its federal per diem rate is at or above the threshold the notice names ($280 for FY2027).
Are per diem payments taxable to employees?
Not when they are paid under an accountable plan and stay within the federal rate for the place and dates of travel. The employee must substantiate the time, place and business purpose of the trip (the per diem stands in for proof of the amount), and any advance above what the trip justifies must be returned. Amounts above the federal rate that are not returned are reported as wages. Per IRS Publication 463, a reimbursement under a nonaccountable plan is taxable in full.
Can self-employed people use per diem rates?
Partly. A self-employed person can use the M&IE rate instead of keeping meal receipts, but cannot use a per diem for lodging; lodging is deducted at actual cost. The meals portion is still subject to the business-meal deduction limit described in IRS Publication 463, and the rate used must be the one for the locality and date of travel.
What is the transportation industry per diem rate for 2026?
$80 a day for travel inside the continental US and $86 outside it, unchanged across FY2026 and FY2027. Workers whose job is moving people or goods, such as long-haul truck drivers, may use this flat rate everywhere instead of the locality M&IE rates. Under Rev. Proc. 2019-48 the choice runs by calendar year: someone who used the locality M&IE rates from January to September cannot switch to the transportation rate until January 1, and the reverse also holds.
