Where code 7 flows on your return
The taxable amount reported with code 7 flows to Form 1040 Line 4b (IRA) or Line 5b (pension/annuity), with the gross amount on the paired Line 4a/5a. Because code 7 already reflects the payer's determination that no early-distribution exception is needed, Form 5329 generally is not required for this distribution.
How code 7 works
Code 7 is the default code once you have reached 59½ (or, for certain annuity distributions, once age and plan conditions are otherwise met) and no special circumstance — rollover, Roth conversion, disability, death, QCD — applies. It is the most common code on 1099-Rs issued to retirees taking ordinary withdrawals.
A code 7 distribution can still be partially or fully non-taxable if you have after-tax basis (Box 5) or if part of it was directly rolled over — code 7 only addresses the age/exception question, not whether the money is taxable. Check Box 2a and Box 5 together to see the actual taxable amount.
Worked example
Retired at 67, Walter takes a $24,000 IRA distribution for living expenses. He has no remaining after-tax basis. His 1099-R shows code 7, Box 1 of $24,000, and Box 2a of $24,000. On his 1040, Line 4a shows $24,000 and Line 4b shows the same $24,000 as taxable ordinary income, with no 10% additional tax.

Does code 7 always mean the full distribution is taxable?
Not necessarily. Code 7 only confirms no early-distribution exception is needed. Whether the full amount is taxable still depends on Box 2a and whether you have after-tax basis reported in Box 5.
Is code 7 used for pensions as well as IRAs?
Yes — code 7 applies to normal distributions from IRAs, 401(k)/403(b) plans, and pensions alike, whenever the payer determines it is an ordinary distribution with no special tax treatment.
Do I need Form 5329 for a code 7 distribution?
Generally no. Code 7 already reflects that the payer sees no early-distribution issue, so there is typically nothing further to reconcile on Form 5329 for that distribution.
